Swordsman wrath

According to the skill description it requires level 1 character and 1060 strength in order to be learnt. I have completed both of Marlon's quests, I have way above of the required strength but it still does not allow me to learn it. Is there some problem with the skill or is there maybe some hidden requirement not stated on the actual orb?

How do you know where to add points?

I see that this skill is active in your character. Is the problem resolved? 
Maybe you just already learn it, and now try for the second time?
