Increase ZAIKAN mobs; or lower time repawn of Zaikan.

In title was say, I saw very player hunting this mob and very bad time for this Quest.

You must check this problem.

I seen Zaikan in Loren deep only once and never seen in past month.

Zaikan Spawns in 3 maps every 6 Hours. 
I think that's good enough. 

Try to speak to other people, they may share Zaikans spawn timers :)
