Faster movement speed

Is there any buff or something that increase character movement speed? Today some elf with 1st lvl wings outspeed me by about 20%.

 

How did he do this?

Elf have a special skill that increases movement speed

For elves it's Dex booster skill. For any other classes you must have any mount to get more movement speed (dino, fenrir, guardian pets)
