dL cant attack faster than my rune wizard for sure, dont know how your speed is so slow

DL has 300 attack speed MAXIMUM your rune wizard has Maximum of 2000 attack speed, which is 1700more. So how is DL speed overpowered ? Go and make resets, you go ur 70rr rune wizard against 100rr pvp chars u get owned by ewrybody

If 1 skill is overpower with hight speed, why limits character speed with all skills? You say 1 skill only is too strong not ohters, so just add that skill coolown 0.5sec or 1sec or something like that. Fixes the problem, but people who dont use wind soul can train easyer, specially beginners.
