Hello all, when should I do master level quests for my characters? Do they need to be max rr or can the quest be done at reset? Are there any negatives to doing so?

Is there any way to guarantee creating a chaos weapon with +4 +4opt? I've tried several times and only get regular +0 - +2 with no opt.
