This is a known issue, you get 399 on master and 201 on majestic.

SD recover should work as I remember, maybe its bugged. But if you are training and worry about your SD, maybe consider putting 1 or 2 points in Monster attack SD increment under Overcome in master 3.

Depend on number of guild members in your guild, certain number of members need to do HR in order to maintain guild buff.

You dont need 400ML to do 4th quest, I did it Arturs.

Why does it required you to have 400ML ? only need to do 3rd or 4th quest to be able to use it. If your main char is strong enough you can make party and do class change quest for your new char, you should be able to use ruud weapon once 3rd/4th quest is done.
