My character is Dragon knight Rist 98 how do I get stronger I don't understand doing Rist doesn't help me fight the strongest

According to the skill description it requires level 1 character and 1060 strength in order to be learnt. I have completed both of Marlon's quests, I have way above of the required strength but it still does not allow me to learn it. Is there some problem with the skill or is there maybe some hidden requirement not stated on the actual orb?
Points out that I'm already a Dragon Knight
