anyone know how to get "talisman elemental change" ?

Elemental capsules which you get from collecting 50x elemental powder or you can farm elemental symbols from debenter mini-bosses and exchange them to capsules in Elbeland > Lahap npc

use Artifact Enchantment Stones in chaos machine to level up them.

From all mobs in Old Kethotum with low chance

From elite monsters with higher chance 

And also by disassembling unwanted artifacts from your inventory (dissemble button)
